Background and Use of Scenarios within Workforce Planning.
July 2025
Scenario planning is a strategic technique that helps organisations prepare for the future by exploring multiple plausible outcomes. In the context of workforce planning (WFP), a scenario is defined as a “hypothetical, but plausible, story about future events constructed from observed trends and historic data” (CSIRO, 2012). Rather than trying to predict one definitive future, scenario planning allows HR professionals and business leaders to consider a range of alternative futures for the organisation and their workforce.
